These are basically generic strongmen that can be used throughout the series to help your character level up quickly. The Empire packs included in the Empire's expansion pack are: Shikotsumura, Ozasa, Hikaru, Tsubaki, Okabe, Shingen, Kuchiki, and Mugen. Direct2Drive only carries the latest three entries (DW8XLCE, DW8E, DW9), whatever Trygames was no longer exists, and of course Gamestop only lists PS3/XBOX360 versions.
